Right now these parameters are hard-coded at 1s and 0m, respectively. We should allow the user to set these.

Update to #18 - only restart the GPS with the new interval or
a02aa55 
minDistance if the GPS was previously active.  Otherwise, wait until the
user starts the GPS to use the new values.

Updated to #18 - only show Toast pop up to user with GPS minTime and
93165be 
minDistance if the user has changed from the default parameters.
