What are cluster.yml configure.yml and site.yml?

The README covers enough to get a cluster up, now. I'm still evolving things quickly, so I'm going to close this for now. More comprehensive documentation is coming as the architecture gets closer to stability.

Adding configurable health ports. (#2)

* Adding configurable health ports.

The Farva process and our configured NGINX instance both expose health ports.
Some deployments may wish to override these values.

This PR adds two new command line arguments:
 - --farva-health-port
 - --nginx-health-port

As well as their requisite configuration.
