Documentation server unavailable

Could you put here in this repo all of the documentation, maybe in a docs/ directory? The https://documentation.heliosvoting.org server is down, so the link to technical documentation at https://heliosvoting.org/docs is broken.

I'd like to know, for example, how voters are created in the system. I'd also like to know if there is an API for this, as we want to allow all members tracked in our open source system to be allowed to vote, or alternatively, all contacts in a particular group. Doing a csv import is not good enough for some purposes.
