Refresh Buoy-admin-bar on new scheduled alert #203

After a scheduled alert is added, the menu-admin bar ('#wp-admin-bar')

should refresh with an AJAX call if JS is available.

Currently the user has to manually reload the page to see whether the scheduled alert has been added.
