Add Cherri recipe

The following PR is adding the bioconda recipe for a tool called Cherri evaluation RNA-RNA Interactions.

Hi @teresa-m, all dependencies need to be in Bioconda or conda-forge. So you would need to add a recipe for biofilm and eden-kernel as well.
