Overview

This PR fixes conda env with broken cdo.

Changes:

  • Pinned cdo and netcdf4 in conda env.
  • Made ncdump Python 2/3 compatible.
  • Generated conda spec-file.txt.
  • Using pytest.skipif to skip test if remote test data is not available.
