Add -loadblock to load from an external blk000?.dat file #883

It scans through the file for valid block signatures, and processes them one by one.

Is this safe or leaves it a possibility to get a manipulated chain somehow?

It processes the blocks found in the file exactly as if they were received via the network.

I think it'd be better to print a message here, silently ignoring errors makes me nervous
