Proposal indicates
CSS.customSelector.set

We should consider shadowing under Hitch as in other proposals

Hitchs.CSS.customSelector.set

Also, we should contribute thoughts and feedback there

Also note i have opened several issues there already and given changes since inception of this project i think it makes sense to base off mutation observers - we can polyfill via polymer
