"Mute Thread" is platform/session-specific, instead of being tied to the account #1981

Describe the bug
Yesterday, I muted a thread to clear up my notifications, via my browser on PC. This morning, I checked Bluesky on mobile, only to see that I was receiving notifications for the same thread. Even though the thread was muted on PC, it was not muted in the mobile app - I had to mute it separately.

It turns out that a thread can be muted on one platform, and unmuted on another. This includes different browsers: I currently have the thread muted in Firefox, and unmuted in Chrome, both running simultaneously on my PC.

Expected behavior
If I mute a thread via one platform, it should be muted on every platform that I use.

Windows 11: Firefox, Chrome
Android: Official Bluesky mobile app
