Notifications not sent from specific users

Describe the bug

Many mutuals and I have noticed that we seeminlgy randomly do not receive notifications from direct replies. This seems to happen a lot with this user for instance https://bsky.app/profile/daniellevaubourg.bsky.social
When she replies or mentions me I never get any notification (but I do get them when she likes my posts).
I'm not the only one with this issue, Here is a list of some accounts who can't interact with her, even when @daniellevaubourg.bsky.social mentions them and a link to a post where it happened:

The user https://bsky.app/profile/rogerquaranted2.bsky.social is also complaining about not receiving notifications from @daniellevaubourg.bsky.social replies.

And here is another user saying that she does not receive notifications when https://bsky.app/profile/jeandupond.bsky.social sends her a reply:

To Reproduce

Steps to reproduce the behavior:

1. Talk to https://bsky.app/profile/daniellevaubourg.bsky.social
2. Wait until she replies
3. No notification is sent

Get a reply notification

Pretty sure I'm also seeing this. For instance, this mention from a mutual (I'm @xanlopez.xyz, he's @gzapata.bsky.social): https://bsky.app/profile/gzapata.bsky.social/post/3kxvuqnnoul2f

Did not show up at all in my Notifications tab. I don't think this happens 100% of the time, but apparently it happens from time to time.
