The TES runner isn't finalized yet: https://github.com/bmeg/lathe/blob/main/runner/tes_exec.go

Things that are needed:

Add configuration for S3 based file system, as a transfer point for files sent to TES endpoint
Test against https://github.com/ohsu-comp-bio/funnel
continuous integration tests to run test scripts against both local and TES runners
