I updated my local development environment from WordPress 5.7.1 to 5.8 and noticed that the footer widget area was restyled.

Was in 5.7.1

Now in 5.8

sb doesn't yet use theme.json, it still uses experimental-theme.json. This could be part of the problem. No harm in implementing it anyway.
