New PRs that are assigned/review requested/in a particular repo (not needed initially) should trigger a new task to be created, with configurable description.
Would be even better if the PR then closing also deleted the task, if it still exists and is incomplete (could just search for task containing the PR's URL?).
Should all be configured via config file (see #122).
