Watcher node mode

Watcher will sync the entire data from validator nodes, watch the consensus result (blocks) from validators (WatchConsensus?). and submits transactions to validators. It can be a guardian to protect validators against DDOS and It can be a load balancer. The watcher node doesn't join a consensus network.
It would be like to figure out how to support watcher node mode with sebak.

Hi there! Is there any eta for the watch node mode?
We are using it for deposits catching and its great so that we don't have to overload the validators with our requests (we make many - one per each deposit address in a loop...)
