• For pop ups, try to nest inside relative positioned parent, and position from there:

    position: relative;
  
    .child {
        position: absolute;
    }
  }
  

• For hovers, you can use css .hoverDiv:hover + popUp

  .sibling:hover + .popUp {
    display: block;
    position: absolute;
  }
  

• The combination:
