GGMSA was previously a CRAN package but was removed from their platform, what are some reasons these types of occurances happen?

Usually if they didn’t keep up the maintenance. Cran is pretty picky. Really now that everyone uses GitHub there’s not a difference between in GitHub and on cran. Cran also has special rules about the size of the package which can limit the size of example files so some people will keep it on GitHub.
