The maintainer explicitly requires unrestricted local execution through full validation: this advisory turn transition must not stop or restart an existing job for elapsed/attempt/output/lease limits. Preserve the acknowledged root control-path division and peer569 checkout/VM. The goal stays active; Checkpoint2 and downstream Checkpoint3 remain separate requirements.
