TCN-548 Fix Python CI syntax error #675

A few issues…

  • some syntax error:
Error: .github#L1
every step must define a `uses` or `run` key
  • Version in setup.cfg not programmatically configurable

As a result of this PR, python packages will be published with the same version as Git, Java & Go automatically on tag creation

Can we just use ${{ github.ref_name }} below? I'm not sure what the indirection buys us.
