- Move api constants from api to platform & buildpack packages, so that api package no longer contains CNB logic - Consolidate parsing the api & experimental features env vars in one package (this almost removes the lifecycle package's dependence on cmd package) Signed-off-by: Natalie Arellano <narellano@vmware.com>
