minor fix release

this release fix two small issues reported by ops:

• bstar threshold taken into account even for satellite identifier that should be ignore
• adjust TLE row#2 pattern and allow inspect to read supplemental TLE for ISS

first official release

inspect load TLE(s) (fetched from remote server or read from local files) and create a "predicted" trajectory for a satellite.

inspect will also output:

• crossing of the trajectory with full eclipses
• crossing of a specific area defined as a rectangle (eg: SAA)
