Can I set default application command permissions?

I want to be able to lock down commands to certain channels and based on roles as well, but it seems I cannot do that with ApplicationCommandPermissionsEdit due to the API change and the the management panel on Discord resets the permissions if I delete the command and recreate it (I do this when the bot shuts down to hide the command as I cannot respond to commands when the bot is down)
