There is no tooltip for that feature and no wiki. Would be great to have some details of that it does/mean.

I found this in the help:

Console use a quake console like effect when showing or hiding

Still not explaining much. Is it OS-dependent? Scrool and window minimize look the same on Win7.

quake like : "Activate Console (global) " hotkey shows or hides console with drop down effect

Nice. That was the missing part (I actually tried the ` key but it did nothing by default with my setttings).
