As proposed by Susan:
"Perhaps the correct answer is to remove the DATABASES defs from settings_production and settings_stage completely. That should ensure that deploy_specific/settings.py is picked up properly."
I've tested these changes and the system worked perfectly (DATABASE defs in deploy_specific/settings.py).
