Part of cerc-io/watcher-ts#386

  • In eth-chainservice, check for any chainEvents that occurred since the last time it was online
  • Periodically update the lastBlockNumSeen in the store even when no NitroAdjudicator events are being emitted
  • In Channel class, prevent chain events from making updates to Channel if event is older than the last event that updated it
  • Print nested error messages in WrappedError
