Added scripts for Run2 HLT trigger configuration extraction and generating HTML trigger listings.
Closes #67, closes #74

Main things:

  • Added main level cms-run2-hlt-triggers folder with appropriate files and scripts
  • Added description of the folder to "Specific utilities"-section of the main level README.rst
  • Removed duplicate cod2-to-cod3-row from "Specific utilities"-section of the main level README.rst
  • Added myself to "Contributors"-section of the main level README.rst

(Please free feel to correct me on these last three things as they were not part of my original task)

Also note, that currently the HTML listing generator script only generates plain HTML table data, not JSON or even <table> tags. This will be replaced later with a more dynamic data-format, as we have already discussed.

I have tested this on lxplus, and it works fine: it produces all the 2015 data-taking configuration files and a table extract for the summary record. @tiborsimko Could you merge? Thanks!
