I have tested this on lxplus, and it works fine: it produces all the 2015 data-taking configuration files and a table extract for the summary record. @tiborsimko Could you merge? Thanks!

Added scripts for Run2 HLT trigger configuration extraction and generating HTML trigger listings.

Also note, that currently the HTML listing generator script only generates plain HTML table data, not JSON or even
<table>tags. This will be replaced later with a more dynamic data-format, as we have already discussed.
