compliance status filtering woes

overview

when applying a status filter by using the filter component above the data table, it should only affect the data in the table below the filters. a status filter should not be added to the search box near the top of the page. and the summary data should not be filtered. the filter applied should also only affect the currently selected tab, it should not affect the other tabs.

• load some compliance nodes with chef_load_compliance_nodes
• navigate to compliance > reports > nodes
• apply a status filter, notice it gets added to the global search box at the top

applying a status filter only applies to the data in the table below the filters, and has no effect on the other tabs
