Reduce the margin between search box and Databag details tab

Describe the bug

In the Data bag details tab, when there is no item available then there's a margin between search box and details tab.

To Reproduce

Steps to reproduce the behavior:

1. Steps for Databag Item tab:

• Go To Infrastructure -> Chef Servers -> click server name-> click org name -> Go to Databag tab
• click any databag -> remove data bags if available -> then check the margin.

Expected behavior

Remove the gap between the
Details tab and search box inside data bag details page.
