🗣 Description
This PR adds the GitLeaks workflow to our CI/CD pipeline.

💭 Motivation and context
GitHub has a builtin secret scanner, but we wanted a second tool to avoid "putting all of our eggs in one basket." I had researched and tested various scanners and found GitLeaks to be a good choice. In a previous issue, I had created a workflow for GitLeaks, so in this issue I was simply connecting it to our pipeline.

Ran the CI/CD pipeline.
Verified that GitLeaks was running and found no errors.
