Collect data to determine the rate of duplicates in changefeeds I'm best case and bad case scenarios, with different sinks and workloads.

I ran a simple benchmark with a 3 node cockroach cluster running tpcc into kafka. Over 20 minutes i saw 0 duplicate messages, out of >100k. Our duplicate rate is highly dependent on cluster activity, but this should be a good baseline for "normal" operation -- we should not expect any dupes there.
