do we want to remove this and use VALID_PERMISSIONS? It looks like only https://github.com/code-dot-org/code-dot-org/blob/staging/dashboard/app/views/admin_users/permissions_form.html.haml would need to be updated (in two places)

We had previously started the process to deprecate workshop organizer permissions years ago. When I asked Brendan he did not remember why. However today we need this permission to support custom workshops so that facilitators can schedule their workshops. This PR removes all the comments about deprecating the permission and makes the permission an assignable permission for admins to grant going forward.
