Adds the intended uses listing endpoint:
GET /api/intended-usesThis endpoint returns a list of intended uses (groupings of specific uses, e.g. "Residential Uses"). The list of intended uses is static for now as they do not change often.
NOTE:
This endpoint was branched off of
temp/issue/27, so it also contains the work from issue #27 as well. #31 should be merged first.
