+ disable ATS Move the various build and test steps to use only Python 3.12, the version we want to work with. Leaving things in a matrix still so it's easier to support new version when eventually 3.12 becomes old. Also disabling ATS because we're not using it, and we stopped working on it. Since we don't know the future of that feature it's now just wasted CI minutes. context: codecov/engineering-team#874

Update the matrix for general build and ATS to use 3.12.
That is all that is needed until we improve our general packaging practices.
