「有」—— do nothing
「沒有，我要回報流言」—— 牛頭不對馬嘴時讓使用者建立新 rumor（ #2 還沒做好的話，就寫進 airttable）

現在是只要沒找到東西就會寫進 airtable
我覺得如果使用者回傳「這個結果沒幫助」
不如直接 throw error 讓 newrelic 來接。
