Bump terraform version for ubuntu Jammy support #412

After swtiching OS image from ubunt 1804 to 2204 for bin-smoke job 3b8b448 , error shows when terraforming new VM

Error: timeout - last error: SSH authentication failed (root@34.70.19.199:22): ssh: handshake failed: ssh: unable to authenticate, attempted methods [none publickey], no supported methods remain

After hijack into the task container and investigate, it turns out the terraform we used across production CI is out-dated for VMs running with ubuntu jammy.
