Fix 'conda search --spec' breakage #2654

This PR cherry-picks the fix for conda search --spec breakage that's been merged to master as a part of #2343, and proposes that it be merged into the 4.0.x branch.

If --spec is passed to conda search, ms is a string consisting of 'name version build'

P.S. Cancelling the appveyor build. Have other things I'm trying to get through.
