When TSCH is used, the coordinator sends the first EB packets with up to TSCH_EB_PERIOD delay after starting up. The default value of TSCH_EB_PERIOD is 16 seconds.
The IPv6 regression tests used 15 seconds delay before checking if ping works. Given the EB timing, this may not be enough.
