Background

We want the number of nodes in the cluster to be autoscaled!

Is the bootstrapping issue around having no nodes to execute the Cluster Autosclaer on a just provisioned EKS cluster going to be handled here as well?

I created #31 to handle this issue ... I haven't decided what the best approach is yet!
