bfd gets rebuilt every time, even when maintainer mode is disabled #6

I probably messed up some dependencies; I really need to get a better handle on how Makefile dependencies and maintainer mode both work...

also applies to libopcodes and binutils

I hate Makefile dependency handling, especially in the bfd subdirectory
(see issue #6 for example, although that's in the opposite direction)

maybe one of these days I'll figure out how to fix issue #6 properly...

I think I've made a bit of progress on this, but it's still a bit flaky...

This seems to be mostly fixed now, but it's still kind of an issue how much output the bfd build phase generates; keeping this open in case I get around to reducing it at all...

actually, judging by CI, maybe it's not actually "mostly fixed"... I might have fixed it for the maintainer-mode case, but not actually the non-maintainer-mode case though? idk
