Validator randomly dropped from validatorset

In genki-2000 running cosmos-sdk v0.28.0-rc1 validators have been randomly unbonded for a single block and readded in the next one.

In block 2085 (the one with the relevant EndBlock updates for 2087) a validator update was emitted to remove the validator from the set and in 2086 one was emitted to update the power to the former value.

This looks like a bug in the x/stake endBlocker or KVStore and has been seen in multiple instances on the testnet. One validator executed a withdraw transaction in the same block.
