Tests are returned as they are compiled. They can then be executed and the results returned as they are produced.
This is to make the name a bit more agnostic with us now also using it for tracking test event messages and planning to open up the constructor. This iterator really can only be used for one purpose. BREAKING CHANGE: `MessageIter` -> `CommandMessages`.
