Detect If User Removed steamcommunity.com Permissions

Some people are explicitly removing steamcommunity.com access for the CSFloat extension (change the extension to only run when they "click on it").

While they are screwing around with settings, we should still notify them on the site that they can't do this.

We should detect whether the extension has permissions in the alarm, and if it doesn't send a ping back to CSFloat. CSFloat's FE will then display a warning to the seller and prevent them from accepting sales until they fix it.
