Symptoms
What are you trying to do?
I want to add more panel users. I upgraded from Standard to Professional for this specific purpose, as well as more instances.
What are you expecting to happen?
I am expecting the new panel user to show up in my users list.
What is actually happening? ('Nothing' is not an acceptable answer!)
Apparently, nothing. I do get a line in the Audit log that a new user has been created but that is it. The new user does not show up anywhere, not even after an AMP restart.
Additionally, after consulting the tech-support channel on Discord, I attempted to run these command:

I do not have the resources to reinstall from the bottom up right now. But I originally installed AMP with a Standard license.
After realizing that 3 panel users (one of which is admin) and a maximum of 5 instances (which apparently include the ADS), was inadequate, I purchased an upgrade to Professional.
A bit of confusion over naming, as the website refers to the license as Professional, but everywhere it is apparently called Advanced.
I have used Re-run setup from the New Instance Defaults settings page.
I have used Reactivate Local Instances from the same page.
I have restarted AMP manually several times.
Reproduction
I am not sure how to reproduce. I have tried many things to get this to work, so I cannot point to a single sequence of events and say "This is how it happens".
