Add ready facet, similar to init, but runs during the later "ready" lifecycle stage

Currently, wire/base provides init for running initializer methods on a component, but sometimes you need to run a method even later in the cycle. For example, after connect is applied. Adding a ready facet that does the same thing as init, only later, would be useful
