Build secretless-broker for Apple silicon

Desired Outcome

GoReleaser builds Windows, Linux and Darwin-amd64 images but does
not build for the new Apple M1 hardware.

Implemented Changes

• Update .goreleaser.yml to build for M1 chips
• This is an update to PR Build secretless-broker for Apple silicon #1449
• PR Updating the Goreleaser version #1453 needs to go in before this, so marking as draft.
