Is it not possible to move the entire libraries repository to an MIT license? I find differences in licensing between different repositories under dafny-lang to be confusing, especially when that also leads to different PR templates.

Yes there was some discussion about this back on the original kick-off PR: #7 (comment)
We can at least safely default to MIT on all new contributions for now, and if the fact that some files use a different license becomes an issue, we have the connections to pursue relicensing.
