Besides for the upgrade to the 2018 edition, all references to external crates using `extern crate` have been removed, since they are no longer needed.

Description
Besides for the upgrade to the 2018 edition, all references to external crates using
extern cratehave been removed, since they are no longer needed.I ran through the migration guide and overall the migration was fairly straightforward.
