For example, I have a Shelf application and turn it on manually while working on the client part. Is it possible to provide a path or URL to a top-level shelf handler or factory to hook it up in the build.yaml config?

I'm definitely interesting in taking a look at serve mode at some point, in particular I'd like to look at webdev and whether we can fold that into build_runner so there is only one package to worry about.

Maybe pluggable handlers could be part of that.

It's not super high priority right now, I'll be looking at the more common use cases around builders like json_serializable and freezed first.

But I'll be happy to file an issue to make sure I look at it at some point :)
