Adds a troubleshooting link to the sidebars when the web code fails to load them. Points to the
dart doctroubleshooting docs I recently added: https://dart.dev/tools/dart-doc#troubleshootAlso migrates from
package:jstodart:js_interopwhile standardizing the fetch code for the sidebars. This will make the follow-up transition topackage:webeasier.I didn't spend much time making the fallback text/link look nice. Happy to do so if you think it's necessary though!
