MeldingenOpruimer vervangt SleutelOpruimer op de register-entry
notifications: na de twee termijnen gaan alle meldingen van klanten weg
en blijven per ontvanger de nieuwste max_per_user staan (standaard 50).
Een migratie zet eenmalig een opruimronde voor notifications in de
wachtrij.
