PublishSocialPostJob publiceerde ook met een external_id op de post, waardoor
elke herhaalde dispatch een nieuwe post bij de adapter maakte en dus een
duplicaat op het kanaal. Hij slaat dat nu over; alleen de beheerdersactie
"Opnieuw proberen" forceert.
